After a long recession and with reduced numbers of passengers using the Underground, commercial advertisers were increasing reluctant to book advertising space. Unsold sites were covered in black paper, which made an already scruffy system seem even gloomier.\u003c\/p\u003e\n\u003cp\u003eA new Director of Marketing was appointed, Henry Fitzhugh, who immediately set about improving the appearance of the Underground stations. One of his initiatives was to employ artists to produce posters for display on unsold advertising spaces.
